Market Access Lawyer - Pharmaceutical Industry
Axiom is seeking experienced Market Access Lawyers to collaborate with leading pharmaceutical companies. This role involves providing proactive, business-oriented legal and compliance advice on market access, pricing, and reimbursement strategies for pharmaceutical and biologic products. The position is based in Raleigh, North Carolina, and offers an opportunity to work within a dynamic team dedicated to ensuring compliance and strategic alignment in the pharmaceutical industry.
Key responsibilities include advising on government pricing and reporting obligations, such as Medicaid Best Price, AMP, ASP, 340B, and VA/FSS, and assessing the impact of commercial contracting strategies on these obligations. The role also involves supporting coverage, coding, and reimbursement initiatives in partnership with market access, HEOR, trade/channel, and pricing teams. Additionally, the lawyer will draft, review, negotiate, and advise on a broad range of market access-related agreements, including PBM, payer, GPO, wholesaler, specialty pharmacy, distribution, discount, rebate, and value-based/outcomes-based contracts. Counseling on the design and implementation of patient support programs, co-pay assistance, and related arrangements, with attention to anti-kickback and False Claims Act risk, is also a key aspect of the role. Collaboration with commercial, medical, regulatory, and compliance teams to ensure that access-related strategies, communications, and materials comply with applicable laws, regulations, and industry codes is essential. Staying current on U.S. federal and state laws, regulations, and enforcement trends impacting market access, pricing, reimbursement, and interactions with payers, PBMs, and healthcare professionals is also required.
The ideal candidate will have 5–8 years of experience as an attorney in a law firm and/or in-house with a pharmaceutical or biopharmaceutical company, with a significant focus on market access, pricing, reimbursement, and/or government price reporting. Experience drafting and negotiating PBM, payer, GPO, wholesaler, rebate, and other market access-related agreements is essential. Prior experience counseling on legal issues relating to advertising and promotion, scientific exchange, patient support programs, and interactions with healthcare professionals and payers is also required. Strong knowledge of, and experience advising on, statutes, regulations, and guidance applicable to commercial and market access activities, including the FDCA and FDA regulations and guidance, federal and state anti-kickback statutes and beneficiary inducement rules, OIG guidance documents and advisory opinions, the False Claims Act, and the PhRMA Code and relevant industry standards, is necessary. Demonstrated ability to translate complex regulatory requirements into practical, risk-based contracting and access strategies is important. The candidate should be an efficient multitasker with strong interpersonal and communication skills, able to work independently and cross-functionally with market access, commercial, medical, regulatory, compliance, and finance teams. A positive, solutions-oriented mentality and willingness to tackle new and evolving business needs in a fast-paced environment are also desired. The candidate must be licensed and in good standing to practice law in their state of primary residence.

The estimated total compensation for full-time Axiom attorney roles is $104,500–$325,000 per year. Compensation decisions are based on various factors, including, but not limited to, experience, skills, certifications, location, and business needs.
