The City of Philadelphia's Law Department is seeking a Deputy City Solicitor or Senior Attorney to join the Right-of-Way & Utilities Division within the Regulatory Law Unit. This division provides legal counsel to various city departments, including the Streets Department, the Sanitation Division, the Office of Transportation and Infrastructure Systems (OTIS), the Municipal Energy Office, the Art Commission, and the Gas Commission. The role involves representing these offices in transactional and regulatory matters, contributing to the city's infrastructure and public services.

Key responsibilities include supervising and managing the work of the division's attorneys, providing training, mentoring, and support as needed. The attorney will advise and represent city departments, interpret laws and regulations affecting client departments, conduct legal research, draft legal opinions, and analyze legal issues related to the division's work. Additionally, the role involves drafting, reviewing, and negotiating various contracts and agreements, participating in meetings with city agencies, and representing the city in administrative board hearings and litigation matters.

The ideal candidate will have a law degree from an ABA-accredited law school and be a member in good standing of the Pennsylvania Bar or eligible for admission by reciprocity. A minimum of seven years of relevant legal experience, including management experience, is required. Strong analytical and problem-solving skills, excellent judgment, and a commitment to fostering a collegial and inclusive work environment are essential. Experience with government procurement contracting or regulatory processes is preferred but not required.
