Legal Services Director
The Legal Services Director at Central California Alliance for Health (the Alliance) will lead the Legal Services Department, providing strategic oversight and counsel to support the organization's operations. Reporting to the Chief Compliance Officer, this role is integral to ensuring legal compliance and managing enterprise risk within the Alliance, a regional non-profit health plan serving multiple counties in Central California.
Key responsibilities include directing the Legal Services Department, offering expert advice on legal and administrative contracting issues, and overseeing business operations. The director will manage and coordinate litigation and disputes related to the Alliance's activities, as well as lead health plan administrative contracting, including the maintenance and negotiation of agreements in collaboration with internal staff and external counsel. Additionally, the role involves supervising and mentoring department staff to ensure effective performance.
Candidates must possess a Juris Doctor degree from an accredited law school, be admitted to and in good standing with the State Bar of California, and hold an active license to practice law in California. A minimum of seven years of experience as a practicing healthcare attorney is required, including at least five years in a management role and three years related to health plan operations. Essential knowledge areas include healthcare laws, the Knox-Keene Health Care Service Plan Act, the Affordable Care Act, HIPAA, and regulations pertaining to Medi-Cal, Medicaid, and Medicare. Strong leadership abilities, risk assessment skills, and expertise in contract negotiation are also necessary.
