HR Planning & Budgeting Specialist

The HR Planning & Budgeting Specialist will play a pivotal role within the Human Resources team, focusing on strategic workforce planning and budget management to support the company's growth objectives.
The primary responsibilities of this role include developing the annual HR budget projection, encompassing salaries, allowances, bonuses, insurance, training, and other operational costs, through a cross-department consolidation process aligned with the overall company budget. The specialist will manage the consolidation and validation of workforce requirements from all departments to prepare the annual Manpower Planning (MPP) document. Additionally, the role involves conducting periodic evaluations to ensure alignment between actual workforce fulfillment and the manpower plan, performing regular reconciliation and analysis between the HR budget and actual costs, and presenting reports to management on HR cost trends and headcount movements to support decision-making.
Candidates should possess a bachelor's degree in Management, Accounting, Finance, or a related discipline, along with 5–8 years of experience in HR, Finance, or planning roles, with a strong background in budgeting and manpower planning. A solid understanding of workforce planning concepts and HR budget management is essential. The role requires proven ability to perform data reconciliation and analyze variances effectively, familiarity with key labor cost metrics such as Labor Cost to Revenue and cost per employee, and strong data processing and analytical skills, with proficiency in handling large datasets.
