The Texas Department of Licensing and Regulation (TDLR) is seeking a highly skilled Contract Specialist to join its Administration Contracts Management department. This role involves performing advanced contract management work, including developing and evaluating a broad range of contracts. The Contract Specialist will report directly to the Contracts Manager and will be responsible for overseeing and managing some of the agency's most complex contracts. The position is based at the Bush Building in Austin, Texas.

Key responsibilities include managing contracts from initiation to closeout for various services and goods required by the agency. The Contract Specialist will develop solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating bidder information, and negotiating contract specifications. Additional duties involve managing contract renewals and extensions, developing bid evaluation scoring instruments, performing quality control reviews to ensure compliance with legal and regulatory requirements, and coordinating complex procurement-related meetings.

The ideal candidate will have a bachelor's degree in business administration or a related field, with three years of experience in contract development or management within state government. Experience in evaluating, developing, and editing contract requirements and specifications is required, as well as experience in ensuring conformity of performance to contract requirements. Preferred qualifications include three years of experience in state or governmental purchasing, Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) certifications, and experience with the Centralized Accounting and Payroll/Personnel System (CAPPS).

The salary range for this position is $72,000 to $85,869 per year. TDLR offers a comprehensive benefits package, including health insurance, retirement plans, and paid leave.
